South Korea Betting Payment Methods

South Korea allows one form of sports betting, the state-run Sports Toto tickets, and punishes gambling on any other site, at home or abroad. 48 of the 65 bookmakers reviewed on Betandlink accept players from South Korea all the same; here is what the law says, what their cashiers list and how the local payment methods fit in.

Is online betting legal in South Korea?

Only in one form. The National Sports Promotion Act (Act No. 20490 in the version of 22 October 2024) lets the Korea Sports Promotion Foundation issue sports promotion betting tickets to raise money for sport (Article 24), makes it entrust their operation to a company it wholly owns (Article 25) and reserves the issue of such tickets, “including by means of information and communications networks”, to the Foundation and that operator (Article 26). The register of the National Gambling Control Commission lists Korea Sports Leisure Co., Ltd. (한국스포츠레저), with an opening date of 7 April 2025, as the company running the tickets, which are sold under the Sports Toto name in shops and online through Betman. Nobody else may design, distribute or offer an online issuing system, provide game information for such betting, or publicise or recommend it (Article 26(2)).

The Act also limits the legal game. No ticket may be sold or paid out to a youth within the meaning of the Youth Protection Act (Article 30(1)), and no buyer may be sold more than the amount fixed by decree, within 200,000 won per round of issue; a buyer who exceeds it breaks the law too (Article 30(6) and (7)). Issuing similar tickets is punished with up to seven years in prison or a fine of up to 70 million won, and putting an online issuing system at the public’s disposal with up to five years or 50 million won, as the Supreme Court’s sentencing guideline on gambling crimes, in force since 1 July 2015, sets out for Articles 47 and 48.

The player is covered by the Criminal Act. Gambling is punished with a fine of up to 10 million won, habitual gambling with up to three years in prison or 20 million won, and opening an internet gambling site for profit with up to five years or 30 million won (Articles 246 and 247, as the Ministry of Government Legislation’s guide dated 15 September 2026 explains them). Article 3 applies the Act to Korean nationals who commit crimes outside the country, so a bet on a foreign site is not outside Korean law. The National Gambling Control Commission, set up in 2007 under the Prime Minister’s Office, supervises the legal industries and runs the reporting centre for illegal gambling, with online gambling and sports betting first among the types it lists; under Article 44-7 of the Network Act the Korea Communications Standards Commission can order illegal information on foreign-based sites to be refused or restricted.

Winnings from the legal tickets are taxed as other income. The Ministry of Economy and Finance’s Guide to Korean Taxation lists the purse paid to the buyer of a winning sports betting ticket among prize income, withheld at 20%, and at 30% on the part of a prize above 300 million won.
